This error typically occurs when a proxy server on your network blocks access to the ClickOnce distribution URL.
2. Resolution
To resolve this error:

- Request that they whitelist the ClickOnce distribution URL on your proxy server.
- Wait for confirmation that the URL has been whitelisted.
- Retry the ClickOnce installation.
